who is responsible for septic system inspection and upgrade or replacement on land contract purchases, the sel?

I have not closed a deal yet I am just looking into doing this but it is a question I need answered before I go any further. I will have property insurance but I do not believe it will cover septic problems in Ohio. The land contract is only going to be short term while I rebuild after some medical issues. Then I will finance through a bank. But I do not wan’t to be responsible for the septic issues considering I am putting a very large chunk of money down on what ever house I buy and I more than likely will not have the up front money to fix any septic problems.
I called an attorney and I found out that the septic system is not required to be tested until my balloon payment (bank financing) and the seller is responsible unless otherwise stated in the contract. She said that when the house is under land contract is it actually a lease not a purchase. The actual purchase occurs when the balloon payment comes do.
