Is it a hydraulic load test required to purchase a home that has been vacant for a while?

My son is trying to buy a house and keep running into this. Most sellers do not want to pay for this test, since it is not cheap, but realtors and people who pump systems septic are telling us that most mortgage companies are requiring if the house has been sitting empty for long. Is it just another unnecessary government regulation? Is it a money making system designed by the septic system and wastewater industry? Or is it really a good system, useful test? Does anyone know more? Thank you.
