Is that part of my laundry garage?

I live in a house with a septic tank, and the creation of the garage is separated from the house. I di account part of the garage could be used as a laundry room, because I see the drain pipe exits the wall. I can not say where that line goes. I see that goes into the ground, but I'm not even sure if the septic tank is connected or not. If not where is the water through that pipe go? I really want to connect my washer / dryer to the place, but I need to know what happens to the waste water. My Brother-in-law told me that I am not authorized to have the puck in the garage because the garage is separated from my house. This case, regulation of the city can not allow any discharge of wastewater into my septic system because of the size of many. Does anyone have an idea of the concerns I have, please help me.

I have my washing machine is housed in a hangar, and again there are municipal ordinances impossible. (Texas) the only problem is that if you install a gas dryer must be 18 to ground level to prevent ignition of vapors, fumes paint etc. is common in many states. drain can be connected to your septic system, but many people opt for this type of waste in landfill a lawn to avoid problems in a septic tank. In short, check local building codes, but I'm sure there no problem. more likely
